The rule
- Rent may rise by at most 7% plus the September annual 12-month average change in the CPI-U West Region, or 10%, whichever is lower (ORS 90.324).
- The Office of Economic Analysis publishes the figure by September 30; it applies to the following calendar year.
- No increase during the first year of a tenancy, at most once in any 12 months, with at least 90 days' written notice (ORS 90.323(2)).
- Manufactured-home and floating-home parks with more than 30 spaces: at most 6% in 2026 and 2027 (ORS 90.600).
Who is exempt
- Units whose first certificate of occupancy was issued less than 15 years before the date of the notice (ORS 90.323(5)(a)). A notice claiming this exemption must state the facts.
- Regulated or certified affordable housing where the tenant's share does not rise, or the change follows program rules or a change in the tenant's income.

States without a statewide cap
Only California, Oregon and Washington cap rent increases statewide for most market-rate housing. In other states, rent control is either banned by state law or set by individual cities (for example New York City rent stabilization, Washington D.C., or St. Paul, Minnesota). Check your city before assuming there is no limit.
